According to Heather Maddox, the Democratic co-chairwoman of the county's Board of Election and Registration, an encoder at the vote center inside the Dayton United Methodist Church froze up around 6:30 a.m.

Maddox was able to deliver a new one by 7 a.m., solving the problem.

Encoders are the machines vote center workers use to get voters the cards they insert into the voting machines, she said.

Though voters were offered provisional ballots during the period the machine was down, a few voters got angry at poll workers, she said.
