After the polls closed last week, one voting machine reported that 724 people had used it, even though officials at the Fairview precinct had recorded only 707 people walking through the door. There was also another voting machine at Fairview, which had already tallied 348 of the 707 votes.

Early voting bill quickly tabled by House, not likely to return

The latest attempts to allow early voting and easier absentee voting in Virginia faltered out of the gate Monday while a measure to restore voting rights to nonviolent felons barely survived.

A Republican-controlled House subcommittee tabled most of the bills, which means they likely won't return in the six-week legislative session that started Wednesday. Similar bills have failed in past years.
Republicans argued that the 17 excuses people can use to cast an absentee ballot before an election already address the conflicts people may have.

Nov 4 2008 | Voters Facing Long Lines; Registration Issues Top Concern
Voter hotlines are buzzing today, with most polls being open less than five hours. Data from InfoVoter Technologies show that callers have serious concerns about registration problems and machine failures resulting in long lines at many polling places.

Today, the 1-866-MY-VOTE-1 and CNN hotlines have received a total of more than 16,000 calls; close to 3,000 in the last hour.

Voter Action is concerned about several states, including VA, PA, and FL.

“Ensuring that voters have access to the ballot box in a timely manner, and that their votes are counted is our number one goal today,” said John Bonifaz, legal director, Voter Action. “We are really concerned about the number and kinds of calls coming in from key states, like Pennsylvania, Virginia and Florida.”

Virginia is reporting extensive machine malfunction, specifically with voting machine books, causing long lines of people standing in the rain. The Voter Action legal team has contacted the Governor’s office.

State investigates complaint regarding absentee ballots

Virginia's top Republican charged state election officials Tuesday with distributing multiple absentee ballots for the same voter in several localities, including Virginia Beach, and called for a halt in processing those votes until the situation can be resolved.

Officials with the State Board of Elections confirmed Tuesday that they are aware of the complaint - a lawyer for the state GOP wrote to state election Secretary Nancy Rodrigues about the matter - but declined comment pending further investigation.
Norfolk deputy registrar John Merkel, who handles Norfolk's absentee ballots, said the state system has multiple safeguards to ensure that each absentee voter is counted just once.

Polling places lack resources, civil rights group says

Polling places in six battleground states, including many with large minority populations, could be overwhelmed on Election Day because officials have not allocated enough voting stations, machines and poll workers, a study released Thursday by a civil rights group warns.

Using data from 28 local election offices, the Advancement Project says some precincts with large minority populations in Virginia, Pennsylvania, Ohio, Missouri, Florida and Michigan could have long lines Nov. 4 unless they provide more machines, stations and staff. Faced with long waits, thousands of voters could give up and go home, the group says.
"There are disparities that need to be fixed," says Judith Browne-Dianis, co-director of the Advancement Project.
